The client installs the hammer-worlds plugin from its own repository, mounts the server the plugin declares, and loads the plugin skill when it needs it. Nothing about rates, coding editions or refusals is written in the client.
The world says what it will not answer
Its limits arrive in the MCP handshake and its routing skills come from the same build that answers the calls. When it refuses, the reason is the world’s own sentence, not a policy this page wrote.
